Which courses and certifications have you completed with IP3?

I have attended four IP3 courses in the Arlington, VA classroom between 2014 and 2019. These courses include:

  • 1416-WA Regulatory Impact Analysis (RIA): Methodology for Cost-Benefit Assessments of Regulations, August 11-22, 2014 (6.0 CEUs)
  • 2617-WA Project Finance and Financial Analysis Techniques for Infrastructure Projects, September 12-23, 2016 (6.0 CEUs)
  • 5104-WA Utility Management Best Practices Apr 29- May 10, 2019 (6.0 CEUs)
  • 5101-WA Water Utilities Productivity and Efficiency Oct 14-25, 2019 (6.0 CEUs)

In 2019, I achieved my certification as a Regulation and Utility Management Specialist.


Which do you plan to complete in the future?

I would like to complete courses in PPP and become a PPP Certified Specialist. I have completed the Project Finance and Financial Analysis Techniques for Infrastructure Projects courses. I need three additional PPP courses to obtain certification.

Why did you choose IP3 to continue your education?

IP3 is the best training institute for utility and regulatory agencies, as well as the ministries of finance and other infrastructure ministries within governments. The courses offer solutions to unique challenges in developing and developed countries. The course content adds value to relevant education and skillsets needed in service provision, such as those required in the energy sector. 

IP3’s trainers are experienced professionals with a mix of practitioners, policymakers, and academics in diverse industries and across many countries. The students come from nations across the world. As part of classroom courses, IP3 organizes excellent trips to agencies such as the Federal Energy Regulatory Commission and utilities around Washington, DC.  All of these factors create a unique environment.

What were your goals in completing the training? Did you meet those goals?

My goal was to achieve certification as a Regulation and Utility Specialist and improve energy regulation in Kenya and Africa as a whole. I have realized this goal, and I continue to improve my skillset in energy regulation and utility management.

What makes an IP3 certification valuable to you?

Achieving an IP3 Regulation and Utility Management Specialist Certification has contributed to my grounding in energy regulation and utility management. Since completion, I find I am a better manager and influencing policy-making in regulation and utility management to improve service delivery in Kenya and the African continent.

Please describe any related successes you experienced following your IP3 training and/or certification.

Since I began my learning with IP3, I have been promoted from Senior Manager, Economic Regulation to the position of Deputy Director, Regulatory Research and Policy. In addition, I have chaired the Power Purchase Agreement Committee and the Electricity Licensing Committee, among others. 

I was recently appointed by the Cabinet Secretary, Ministry of Energy, to chair the Independent Power Producers (IPPs)-Power Purchase Agreement (PPA) Taskforce to provide a way forward for electricity generation projects investment, as well as transition from the Feed-in Tariffs Policy (FiT) to energy auctions in renewable energy. I was recently part of the UK-Africa Investment Summit in London, during which participants deliberated on the UK Energy Agenda for Africa.
