On-Site and Customized Training
Introduction
In addition to our annually planned off-the-shelf
workshops, IP3 designs and implements customized training workshops and
activities for governments, donors, NGOs, and private institutions worldwide.
The idea of "customizing" a training workshop consists of structuring the
training content, selecting case studies, and utilizing the most appropriate
training methodology to address the specific needs of the client. IP3 often
conducts a training needs assessment for the client before implementing the
actual required training.
Customized training is extremely beneficial
when trying to achieve tangible and rapid results in developing the knowledge,
skills, and attitudes of participants. Customized training allows organizations
to tailor programs to all levels of management, including the direct
implementers of programs and projects, thereby expediting the change processes
desired by the client. Additionally, topical areas that are of priority to an
organization are targeted during the program, thus ensuring relevancy of the
training at all times. IP3's customized training offers a valuable solution for
organizations at any stage of the P3 process, ranging from identifying
public-private partnership opportunities, to structuring and financing
projects, to streamlining transactions, to monitoring private sector
performance and ensuring program and contract compliance.

Since 1994, the Global Training Services
(GTS) has been responsible for designing, developing, and implementing
customized training solutions on all aspects of public-private partnerships and
regulation in over 50 countries. Customized training offers clients the
flexibility to fully meet the capacity building needs of their organizations,
while working within scheduling and budgetary constraints.
Customized training has also greatly
enhanced IP3's technical assistance projects in a number of countries. GTS
often designs workshops to address capacity building needs of our projects to
ensure their successful implementation and transition to local hands.
Customized Training
Capabilities Since 1994, IP3 has implemented
scores of customized training workshops of varying duration. Through customized
training workshops, IP3 has trained over 3,000 participants from over 50
countries in their local languages which include: English, Russian, Ukrainian,
Arabic, French, Spanish, Albanian, Serbo-Croatian, and
Bahasa-Indonesian.
The following is an illustrative list of
customized training workshops recently implemented by GTS:
- Egyptian officials from
the Ministry of Housing, Utilities, and Urban Communities and governorates on
water regulation and utilities
- Nigerian officials from
the Bureau of Public Enterprises on pension reform and privatization
- South African officials
from the Department of Water Affairs and Forestry on best practices in economic
regulation of water services
- South African officials
from the Development Bank of Southern Africa on PPP strategies and project
finance
- Jordanian officials from
the Executive Privatization Commission on regulation of infrastructure and
utilities
- Southeast Asian
officials (Korea, Philippines, Thailand) on public-private partnerships in
environmental infrastructure
- Barbados officials from
10 agencies on PPP strategies and techniques
- Kenyan officials from
the Ministry of Justice on contract compliance and performance monitoring
- Middle Eastern officials
from eight Ministries of Information Technology on PPP and ICT's
- Nepalese officials from
the Ministry of Finance and financial institutions on project finance
strategies
Cooperation with Multi- and
Bilateral Agencies IP3 has provided
customized training services for the following multi- and bi-lateral
development agencies:
- African Development Bank (AfDB)

- United Nations Development Program (UNDP)

Cooperation with
International Training Organizations IP3 has
partnered with a number of international training organizations through
USAID's, global, local and Indefinite Quantity Contracts (IQC). These projects
include: Global Training for Development (GTD), Development Training II (DT2)
in Egypt, and the Strategic Technical Assistance for Results with Training
(START) and DOT.COM. IP3 is very appreciative of the support these

How to Start the
Process? Most of our customized workshop
opportunities begin with a government organization, multi- or bi-lateral agency
or international organization approaching IP3 with a training request - and
need - to develop the necessary capacity of managers and/or staff on a
particular aspect of public-private partnerships. With that request in hand
(sometimes in the form of a request-for-proposal) and a brief description of
the goals of the training request, IP3 will design, at no cost, a training
solution to fit your organization's needs that will include:
- Analysis of the training needs assessment;
- Goals and objectives of the proposed workshop;
- Proposed daily schedule, including module descriptions,
session titles, location, optimal number of attendees, and the most appropriate
case studies;
- Team of highly qualified trainers;
- Suitable training methodology;
- Method of obtaining feedback and evaluation; and
- Budget.
