Greetings and a warm welcome from the

Public-Private Partnerships (IP3). We are pleased that you will be joining us
for what we anticipate to be a very exciting and worthwhile training and
educational experience for you. The training workshop you will be attending has
been well organized both from a technical and administrative standpoint, and we
are confident you will be pleased with the results.
Enclosed below is
important information that will assist you in your preparation for attending
the workshop. Please read this information carefully as it will answer many of
your questions concerning your arrival and stay with us in Washington, DC. If
you have additional questions or comments that are not answered here, please

Procedures |
Candidates are requested
to complete the Course
Registration Form in its entirety and send it to IP3 by e-mail, facsimile,
or international courier as soon as possible, as registration is limited.

Admissions Criteria |
The IP3 Admissions
Committee will review candidate applications. Confirmation of acceptance will
be made by return communications once the Committee has reached a decision.
Decisions on admission are based on educational background, relevant work
experience, language capabilities, and a recognized desire/need to attend the
particular course to achieve personal and professional goals.

Visa Requirements
|
Visas are required from most countries to enter the
United States. Please make necessary arrangements with the U.S.
Embassy/Consulate in your country well in advance of travel plans. Upon
admissions to a course, candidates will receive a letter of invitation, which
can be used to assist in visa processing. Acceptance to attend the IP3 training
program does not guarantee that participants will be granted a U.S. Visa. It is
the applicant's responsibility to comply with the requirements set by the U.S.
Embassy or Consulate in his/her locality. IP3 is unable, however, to send
direct correspondence to the U.S. Embassy's or Consulate on the applicant's
behalf unless instructed to do so by the Embassy or Consulate.

| Tuition Fees |
The tuition fee for each
workshop is indicated on the Course Registration form. This
fee includes all program training sessions, materials, professional site
visits, study tour transportation, and social activities organized by IP3. Fees
must be in US dollars and may be paid by check, traveler's checks, credit card
(VISA, Mastercard), or by wire transfer. A deposit of $500 is required for
all accepted candidates with the balance of the program fees payable on the

| Certificate of Achievement and Continuing
Education Units (CEUs) |
For those
participants who successfully complete the training requirements, a Certificate
of Achievement will be issued decreeing professional advancement in the
particular field or study. IP3 has been reviewed and approved as an Authorized
Provider by the International Association for Continuing Education and Training
(IACET) and can award 3.0 CEU's to participants who successfully complete a
one-week program and 6.0 CEU's to participants who successfully complete a two-
week program (for on site and customized training, the number of CEUs earned
will be based on the actual number of hours trained for a particular workshop).
CEUs can be used for maintenance of professional affiliation with an
institution or professional advancement in organizations. Program requirements
will be provided in detail to the participants upon acceptance into the

| Professional Opportunities |
Washington,
D.C. provides a unique opportunity for those participants interested in further
professional development outside the classroom. IP3 will assist participants in
scheduling meetings with relevant U.S. government agencies, international
agencies (World Bank, UN, IDB) and other institutions. Additionally, IP3 will
host a reception and banquet in honor of the participants to which instructors
and guests from the international professional community will be invited.

| Financial Assistance |
IP3 is not in
a position to offer financial assistance to applicants. Participants to our
training courses have been traditionally funded by their own organizations or
through technical assistance portions of loans from bilateral and multilateral
agencies such as the World Bank, African Development Bank, Asian Development
Bank, the United Nations Development Program or the United States Agency for
International Development (USAID). Participants are advised to contact the
local representative offices of these organizations for the possibility of
financial assistance or IP3 for more information.

Medical/ Accident/ Life Insurance |
IP3 does not
provide medical or accident insurance. All participants are strongly advised to
make appropriate arrangements with their sponsoring organization or agency to
ensure appropriate insurance coverage. You may also purchase short-term travel
insurance from such companies as Specialty Risk International (SRIwww.specialtyrisk.com.

Arrival and Departure into the Washington,
D.C. Area |
The workshop
officially begins on a Monday. We strongly urge each participant to arrive by
the preceding Sunday, and if at all possible, the preceding Saturday. Early
arrival will ensure that you are well rested and prepared for the first day of
training. Your arrival to Washington, D.C. will generally be through one of
three airports, Ronald Reagan National (DCA), Dulles International (IAD), or
Baltimore-Washington International (BWI). Please proceed directly to
the hotel upon arrival. IP3 recommends that you take a taxi from the airport to
the Georgetown Suites Hotel. Approximate costs, including a tip are as
follows: · Ronald Reagan National Airport to Hotel $20.00
· Dulles International Airport to Hotel $60.00 ·
Baltimore-Washington Int'l Airport to Hotel $70.00 Participants who
travel together will be able to share a taxi and the appropriate costs.

The Georgetown Suites will also serve as the IP3
Training Headquarters. To facilitate interaction between participants, as well
as for your convenience, we request that all participants reside at the
Georgetown Suites for the duration of the workshop. The hotel is located in
a convenient area of Washington, DC called " Historic Georgetown". There are
many restaurants and shops within easy walking distance of the hotel. The
downtown business district is also within walking distance. The sleeping
rooms of the hotel are spacious and elegant, and include a kitchen. All
participants will enjoy the amenities of the hotel, including continental
breakfast, full laundry and dry cleaning service, exercise room, room service,
wireless high speed internet access, and in-room movies. Each participant
is responsible for securing their reservation as well as payment of room and
amenities directly to the Georgetown Suites.

| Per Diem |
In addition
to the hotel lodging and travel expenses, participants will be responsible for
meals, incidental expenses, and some local transportation. IP3 recommends a
minimum of US$64.00 per day, per person for meals and incidental expenses.

Please bring appropriate clothing for
your stay based on the temperature chart. Washington, D.C. has no specific
"rainy" or dry season, but it is always wise to bring rain gear. Workshop
attire is business casual. There will be several receptions/banquets for which
more formal attire is requested (national dress is encouraged).

First Day Registration |
The program
will begin at 9:00 a.m. on the Monday of the first day of the course. Please
check the meeting board in the lobby of the hotel for the meeting room
assignment. The first morning session will focus on administrative details and
an outline of the training program objectives and curriculum.

Participant Roundtable Country/Project
Presentations |
An important
aspect to your training experience is the exchange of information between you
and your fellow participants about each other's projects, programs and overall
experiences. Early on during the program we will provide an opportunity for
each participant to briefly outline pertinent information about an ongoing
project or national program. The objective of this session is to provide each
participant with an initial understanding of each other's project or program to
stimulate further discussion, both formal and informal, throughout the
workshop. Presentations can be done individually or in groups representing
an individual organization (if two or more participants are from the same
organization or country). The time allotted is 5 to 8 minutes per presentation,
depending on the total number of presentations.

Minutes) Brief background about your organization (2 Minutes) Brief
overview about your project or program (2 Minutes) Identification of the
key problems you face in your project or program - as relevant to the training
program (1 Minute) Questions that you hope to find the answers for as a
result of the training program or from the other participants
IP3 can
provide you with blank acetates/transparencies and color pens to enhance your
presentation, and you will also have access to the computers in the hotel's
business center if you wish to create an electronic presentation (many
participants arrive with an electronic presentation at the ready).

What to Expect |
This training
course you are about to undertake is organized as an adult learning program.
IP3's teaching methodology utilizes a variety of "hands on" participation by
all attendees, including small group discussions and simulation exercises that
require preparation and study by each participant. Our training will include
approximately six hours of classroom activities (or site visits) per day and
will require approximately two to three hours of preparation per night by each
participant. How to prepare and what materials to prepare will be outlined at
Registration on the first day of the course. This program is not a
conference. Individual participation, full attendance, and completion of an
Action Plan is required to successfully complete the course requirements and to
receive an IACET authorized Certificate of Achievement and CEUs in the program
