Technology and Training at IP3

  • Course materials provided via dedicated intranet site
  • Internet research and communication tools via broadband wireless (Wi-Fi) access in the classroom
  • Case study and simulation activities
  • All Action Plans will be completed and submitted electronically

After the course is concluded, access to course materials and discussion boards will be available for up to two weeks to facilitate worldwide networking and follow up with participants.

Course Learning Objectives

Whether publicly- or privately-owned, these energy, water, telecommunications and transportation utility all face the challenge of operating in a commercial environment. In that environment, utilities worldwide are under pressure to cut costs, raise revenues, improve operations and expand service delivery. Moreover, in responding to those pressures, utility managers must think creatively about restructuring their enterprises into commercially viable business units such that these vital utility services are sustainable without reliance upon government subsidies.

Participants who attend IP3’s intensive training course on Commercializing Utilities: Strategies for Sustainable Viability in Any Market Environment will learn a number of management, financial and operational strategies, tools that will dramatically improve their utility’s structure and performance. The course will specifically address these critical issues:

  1. How to develop a strategic plan for commercialization in a challenging economic and financial environment.
  2. How the utility’s management structure should be fashioned to meet the demands of regulation in a cost-effective manner.
  3. How to present and analyze financial data to better plan for tariff setting, cost recovery, capital budgeting and profitability.
  4. How to analyze operational priorities and improve structures and procedures.
  5. How to identify and customer needs and become a customer-responsive business.
  6. How to build a capable team to manage a commercially viable utility business.

Restructuring to Achieve Commercial Viability in Any Market Environment

  • Understanding the need for and benefits of commercialization.
  • Understanding the legal and regulatory framework for commercialization.
  • Understanding the elements of an effective commercialization program in both a growing and retracting environment
  • An interactive example of the commercialization process.
Module II:

Developing the Capacity to Manage a Commercially Viable Business

  • Determining the required levels of staffing for targeted productivity levels.
  • Developing strategies for “right sizing” in both a growing and retracting environment
  • Determining options for management and labor participation in ownership
  • Strengthening communication channels between senior management and utility staff: lessons in leadership
Module III:

The Philosophy and Practice of Cost Recovery and Tariff-Setting

  • Understanding Cost of Service tariffs
  • Achieving full cost recovery through alternative tariff methodologies
  • The utility’s pro-active role in the rate-making process
Module IV:

Operations Management: Benchmarking for Improving Performance

  • Conducting technical audits to identify root causes of inadequate performance
  • Clarifying multi-jurisdictional responsibilities for operations and general management
  • Analyzing options for predictive and preventive maintenance initiatives
  • Establishing realistic benchmarking goals at local, regional and international levels

Establishing and/or Improving Customer Service Programs

  • Creating customer service goals and targets
  • Operating effective customer service centers
  • Creating communications channels: town meetings, telephone “hotlines”, web sites and other media.
