Learning Objectives Most analysts
predict that oil, natural gas, and coal prices will continue to rise over time.
The global community also understands that finite and non-renewable sources of
fuel are harming the planet and threatening the environmental and economic
stability of all nations. It is imperative that decision-makers understand the
policy, strategy, economic, and financial options for the development of
alternative energy resources. There are exciting opportunities to use
public-private partnerships as a tool to develop wind, solar, hydro, and
bio-fuel projects. The economic and technological rationale is clear. The key
is to understand how to develop viable projects using a combination of
incentives to encourage demand and to learn how to plan and structure projects
that will attract investment and that meets the need of current and future
consumers.
To address these issues,
IP3's course on Structuring Legal Agreements for Public-Private Partnership Concessions and Contracts will teach participants the requisite skills to be able
to identify, structure, procure, finance, negotiate, and monitor public-private
partnership and private sector investments in a range of alternative energy
sectors. Through presentations and case studies led by expert instructors, site
visits, and simulation exercises, participants are expected to apply the
knowledge learned and create a special PPP Alternative Energy Action Plan for
their own agency.
