Technology and Training at IP3

At IP3, we believe there is a tremendous opportunity to integrate information and communication technology into education and training. In all of our Washington, D.C.-based courses, each participant is provided a new mobile Intel CoreDuo® or AMD Turion® laptop computer (as part of the course fees) that will be integrated into the learning process through the following:

  • Course materials provided via dedicated intranet site
  • Internet research and communication tools via broadband wireless (Wi-Fi) access in the classroom
  • Case study and simulation activities
  • All Action Plans will be completed and submitted electronically

After the course is concluded, access to course materials and discussion boards will be available for up to two weeks to facilitate worldwide networking and follow up with participants.

Course Learning Objectives

T he world is facing an energy crisis that is driven by a reliance on carbon-based fuels, uncertain supply, and environmentally unsustainable energy policies in consuming and producing nations alike. The over-reliance on carbon-based fuels to meet increasing demand not only results in higher energy prices, but rapidly accelerates climate change and threatens the health and quality of life of people and our planet.

This course, Regulating Renewable and Alternative Energy: Using Incentives to Stimulate Investment and New Technologies is designed to assist government policy makers and regulators, as well as the business community design and implement correct policy and regulatory frameworks in order to advance the development of renewable energy practices and investments in sustainable and renewable energy sources that are now economically, technologically, and financially viable.


T hrough practical sessions, case studies, and site visits to “State of the art” facilities, participants will master the knowledge of regulating and stimulating renewable energy practices and investments for use in their own countries and organizations. Participants will be responsible for attending all presentations and site visits, actively participating in discussions, case studies, and group exercises, and complete a strategic Action Plan for to implement upon return to your organization.

Module I:

Understanding Renewable Energy Options and Alternatives

  • Examining the sources and potential for renewable energy in a country energy portfolio
  • Analyzing the conditions necessary to tap wind power as an alternative source
  • Understanding the potential and limits of photovoltaic (PV) and thermal solar energy
  • Assessing the impact and linkages between agriculture and biofuels
  • Assessing the derivative markets for alternative energy: vendor and value chain benefits
Module II:

Designing the Right Enabling Environment to Harness and Promote Renewable Energy

  • Key elements in the policy framework to encourage shifting from fossil fuels to renewables
  • Creating the legal framework to foster investment in research, technology and devlopment
  • Why different sources of alternative energy require specific policy frameworks and political commitment
  • Design options in the policy and institutional arrangements for promoting renewable energy
Module III:

Regulation of Renewable and Alternative Energy: Process and Procedures

  • Key considerations in designing regulatory rameworks
  • Regulatory tools to encourage investment in renewable energy
  • Fiscal and regulatory incentives to encourage capital and technology development in renewables
  • Regulatory procedures to promote efficiency and control costs in wind, solar, and biofuels
  • Understanding regulatory models for renewable energy that are different from non- renewable
Module IV:

Financial Innovations to Support the Development of Renewable Energy

  • Realizing the potential for carbon credits
  • Tapping venture and “Green” capital
  • Utilizing infrastructure funds to capitalize renewable energy projects
  • Identifying PPP opportunities: project identification, screening, and planning

Action Planning

Prior to completing the course, IP3 requires participants to complete an Action Plan detailing how they will apply their new knowledge and skills on-the-job. IP3 has developed a four-step process to guide participants in developing their action plans. Our expert faculty members conducts several action-planning sessions throughout the course to assist each participant to develop his/her plan. On the last day of the course, each participant will present his/her action plan to the group for peer review and comments.
