Technology and Training at IP3

At IP3, we believe there is a tremendous opportunity to integrate information and communication technology into education and training. In all of our Washington, D.C.-based courses, each participant is provided a new mobile Intel® CoreDuo® or AMD Turion® laptop computer (as part of the course fees) that will be integrated into the learning process through the following:

  • Course materials provided via dedicated intranet site
  • Internet research and communication tools via broadband wireless (Wi-Fi) access in the classroom
  • Case study and simulation activities
  • All Action Plans will be completed and submitted electronically

After the course is concluded, access to course materials and discussion boards will be available for up to two weeks to facilitate worldwide networking and follow up with participants.

Course Learning Objectives
Worldwide, health care and hospital/health clinics have been predeominantly provided and financed directly by government. However, in recent years, governments and other stakeholders have come to realize that government can no longer bear the administrative, financial, and implementation burden alone due to budgetary constraints and exploding costs of delivering these services and facilities.

To better prepare officials at all levels of government to design, plan, and implement public-private partnerships in health services and hospitals/clinics, Public-Private Partnerships in Health Service Delivery and Hospital/Clinic Facilities focuses on the key elements of PPP planning, including the policy framework requirements PPP design; screening financing and monitoring techniques; and institutional development necessary for successful projects..

Through presentations, case studies, role-playing, simulated exercises, and on-site meetings with PPP health, education, and other social service experts and practitioners, participants will learn to develop their own Action Plan for programs at the national (ministerial), state, and local government levels.

Course Content

Module I:

Policy Frameworks for Public-Private Partnerships (PPP) in Health Services

  • Defining social service objectives and assessing service delivery and costs
  • Understanding public sector constraints and market options
  • Establishing the institutional and legal framework to support PPPs in health service delivery
  • PPP options and approaches for health service delivery: service contracts, management contracts, NGOs/ non-profits, concessions, and outsourcing
Module II:

Health Sector: Planning, Screening, and Structuring PPP Projects

  • Determining policy and social objectives: ensuring safety, research and development, access, affordability and equity.
  • Determining project priorities, screening processes, and value for money for PPP projects for both urban and rural care services
  • Introducing competitive bidding and transparent procurement processes
  • Planning for the monitoring of private sector service delivery
  • Case reviews of family planning centers, vaccination programs, rural care facilities, nurse and doctor training, and HIV/AID's prevention and treatment.
Module III:

Hospital and Clinic Facilities PPP's: Planning, Screening, and Structuring PPP Projects

  • Determining project priorities and the most appropriate PPP method
  • Developing a PPP screening process, and value for money analysis of PPP projects
  • Determining project financing requirements to make PPP hospital projects “bankable”
  • Developing procurement and monitoring plans
Module IV:

Institutionalizing PPP Modeling into the Health and Hospital Services Sectors

  • Determining the key elements to successfully institutionalizing PPPs in health and hospitals
  • Developing strategies for ensuring effective project identification, screening, and financing
  • Regulation of private and not for profit health and hospital providers: Critical Issues
Module V:

Stakeholder Communication Strategies for PPPs in Health Services

  • Identifying relevant stakeholders to the PPP process
  • Planning stakeholder communication strategies and media programming
Module VI:

Site Visits to Key Organizations/Agencies

Modules VII:

Action Planning

Prior to completing the course, IP3 requires participants to complete an Action Plan detailing how they will apply their new knowledge and skills on-the-job. IP3 has developed a four-step process to guide participants in developing their action plans. Our expert faculty members conducts several action-planning sessions throughout the course to assist each participant to develop his/her plan. On the last day of the course, each participant will present his/her action plan to the group for peer review and comments.
