Technology and Training at IP3

At IP3, we believe there is a tremendous opportunity to integrate information and communication technology into education and training. In all of our Washington, D.C.-based courses, each participant is provided a new mobile Intel CoreDuo® or AMD Turion® laptop computer (as part of the course fees) that will be integrated into the learning process through the following:

  • Course materials provided via dedicated intranet site
  • Internet research and communication tools via broadband wireless (Wi-Fi) access in the classroom
  • Case study and simulation activities
  • All Action Plans will be completed and submitted electronically

After the course is concluded, access to course materials and discussion boards will be available for up to two weeks to facilitate worldwide networking and follow up with participants.

Course Learning Objectives

This course, Revenue Reform and Modernization: Strengthening Governance through Improved Administration and New Technology is designed to provide participants with a detailed understanding of the concepts, tools, options, and techniques of planning and implementing revenue reform efforts and initiatives. Participants will be exposed to international best practices in planning and implementing revenue reform and modernization programs through meetings and site visits with US industry experts and technology providers for Federal, State, and Local governments.

This course contains five modules that will be covered over a two-week period. Participants will be responsible for attending all presentations and site visits, actively participating in discussions, case studies, and group exercises, and complete a strategic Action Plan for to implement upon return to your organization.

Course Content

Module I:

Performing A Diagnostic Test To Determine the Objectives of Revenue Reform

  • Understanding the elements of a diagnostic framework for revenue administration
  • Assessing total tax revenue to GDP ratios
  • Identifying tax revenue gaps
  • How much money are governments losing to poor administration and corruption?
  • Determining tax revenues paid voluntarily versus collected
  • Assessing the current management and technology gaps
Module II:

Diagnosing and Understanding the Causes of Revenue Administration Weaknesses

  • Determining the key players in revenue administration
  • Analyzing tax administration systems: taxpayers and taxable transactions
  • Understanding customs administration: sources of funds and trade related taxes
  • Developing a methodology to assess current resources and technology in revenue administration
  • Linking the elements of revenue administration to develop a reform strategy
Module III:

Developing Organizational Reforms in Revenue Administration

  • Benefits of creating independent revenue agencies
  • Strategies for combining tax and customs administrations
  • Analyzing the feasibility creating functional structures within the Revenue Administration
  • Creating and operating data processing centers
  • Tax organization in federal and decentralized systems
Module IV:

Management Reforms and Anti-Corruption Strategies

  • Introducing policy reforms and simplified tax codes
  • Restructuring personnel and management policies
  • Outsourcing revenue administration: options and implications
  • Revising tax and customs codes to reduce corruption
  • Closing loopholes in tax and customs law
  • Strategies to register and expand taxpayers

Revenue Reform and the Role of Technology

  • Automating revenue administration operations
  • Technology choices and approaches: cost/benefit analysis
  • Accelerating payments and recovery of arrears
  • E-Filing and the role of web-based technology
  • Public-Private Partnerships (PPP) in outsourcing revenue administration and customs modernization
  • Ensuring that technology in revenue reform is scalable and flexible
Module VI:

Action Planning

Prior to completing the course, IP3 requires participants to complete an Action Plan detailing how they will apply their new knowledge and skills on-the-job. IP3 has developed a four-step process to guide participants in developing their action plans. Our expert faculty members conducts several action-planning sessions throughout the course to assist each participant to develop his/her plan. On the last day of the course, each participant will present his/her action plan to the group for peer review and comments.
