Course
Learning Objectives There has been,
over the last few years, a growing worldwide demand for access to reliable
information about utility performance and operating statistics. This is largely
in response to the rapid change in the global utility industry as well as the
increasing pressure on utilities to perform in a competitive environment.
Utility managers, regulators, consumers, and donor officials alike all want to
establish an improved understanding of the financial, operational and service
performance of utilities and benchmarking against the "best of the best"
regionally and internationally is one key way to measure (and thus change)
performance.
IP3's introductory course
titled Fundamentals of Utility Benchmarking and Performance
Monitoring (which will be conducted in an online environment)
provides the opportunity to train hundreds of participants on the fundamental
concepts, tools, techniques, and models of utility benchmarking. The course
contains six modules, with each module completed over a one-week period of
time. Participants are responsible for completing reading assignments,
analyzing case studies, actively participating in discussion boards and chat
rooms with fellow participants and the course instructor, and completing an
action plan. Participants will need access to a computer with Internet
connectivity. Course work is approximately 5 - 6 hours per module/per week. IP3
participants in previous online courses have found they benefit significantly
from the interactive sharing of ideas and insights.
As a result of the course, participants will have an
introductory understanding of the fundamentals of effective utility
benchmarking and their implications for utility managers, regulators, and
consumers. The target audience is professionals who have had limited or little
exposure to benchmarking and are seeking to develop a greater understanding and
skill in the use of this powerful economic development and management tool.
