Course
Learning Objectives As countries
around the world make the transformation from centrally planned or mixed
economies to market-based economies, no greater challenge exists than the
development and implementation of effective regulations to manage and govern
the market economy. This is especially important in the critical sectors of
infrastructure services, public utilities and other forms of monopolies where
market structures lack competition or are not fully developed.
IP3's introductory course titled
Fundamentals of Regulation (which will be conducted in an
online environment) provides the opportunity to train hundreds of
participants on the fundamental concepts, tools, techniques, and models of
regulation of utilities and monopolies. The course contains six modules, with
each module conducted over a one week period of time. Participants will be
responsible for completing reading assignments, analyzing case studies,
actively participating in discussion boards and chat rooms with fellow
participants and the course instructor, and completing an action plan.
Participants will need access to a computer with Internet connectivity. Course
work is approximately 5 - 6 hours per module.
As a result of the course, participants will have an
introductory understanding of the fundamentals of effective regulation
and their implications for regulators, regulated industries, and consumers. The
target audience is professionals who have had limited or little exposure to
regulation and are seeking to develop a greater understanding and skill in the
use of this powerful economic development and management tool.

Step by Step Action Planning in
All Six Modules
Prior to completing each module, IP3 requires
participants to complete an Action Plan detailing how they will apply
their new knowledge and skills on-the-job. Our expert faculty members guide
participants in developing their action plans throughout the course, and in
each module participants will present their action plan to the group for peer
review and comments. |
