Technology and Training at IP3

At IP3, we believe there is a tremendous opportunity to integrate information and communication technology into education and training. In all of our Washington, D.C.-based courses, each participant is provided a new mobile Intel® Pentium® 4 or Celeron® laptop computer (as part of the course fees) that will be integrated into the learning process through the following:

  • Course materials provided via dedicated intranet site
  • Internet research and communication tools via broadband wireless (Wi-Fi) access in the classroom
  • Case study and simulation activities
  • All Action Plans will be completed and submitted electronically

After the course is concluded, access to course materials and discussion boards will be available for up to two months to facilitate worldwide networking and follow up with participants.

Course Learning Objectives

Worldwide every year billions of dollars of investment is required in the airport, roads, ports, and rail sectors. Without cost-effective transportation, moving goods/products becomes prohibitively expensive and time consuming, tourism suffers, and a country's competitiveness is reduced. Economic development, commerce, and poverty alleviation are also negatively affected by under investment and inadequate management of transportation infrastructure. Unfortunately, the amount of financing and technical skills needed to provide "world class" transportation infrastructure is simply not within the means of most public sector agencies

To address these issues, IP3's course on Structuring and Financing PPP Projects in the Transportation Sector will teach participants the requisite skills to be able to identify, structure, procure, finance, negotiate, and monitor public-private partnership and private sector investments in the highway, airport, port and rail sectors. Through presentations and case studies led by expert instructors, site visits, and simulation exercises, participants are expected to apply the knowledge learned and create a special PPP Transportation Action Plan for their own agency..

PPP Policies and Project Selection Strategies for the Transport Sector

  • Developing effective public-private partnership policies
  • Understanding techniques to screen appropriate transport projects for public or private investment
  • Designing strategies to create an institutional capacity for public-private partnerships
Module II:

Project Identification and Structuring Techniques for PPP Transportation Projects

  • Essential project appraisal and analysis techniques
  • Preparing and conducting PPP feasibility studies for highway, airports, ports, and rail transactions
  • Developing demand and traffic forecasting models
  • Effective project structuring techniques and risk mitigation strategies for transportation infrastructure
  • Mastering the types of transport PPPs: contracts, leases, concessions
Module III:

Project Procurement, Negotiation, and Monitoring of PPP Transport Projects

  • Transportation project procurement processes: creating a competitive environment and lowering costs
  • Preparing effective technical and financial bid documents
  • Designing transparent and innovative evaluation criteria
  • Negotiation and award: government expectations, private sector realities, and "win-win" solutions
  • Safeguarding project outcomes: effective project monitoring procedures
Module IV:

Transportation Project Financial Modeling and Credit Enhancement Techniques

  • Financial analysis techniques of transport infrastructure projects and computer spreadsheet development
  • Economic analysis of transport projects

Action Planning

Prior to completing the course, IP3 requires participants to complete an Action Plan detailing how they will apply their new knowledge and skills on-the-job. IP3 has developed a four-step process to guide participants in developing their action plans. Our expert faculty members conducts several action-planning sessions throughout the course to assist each participant to develop his/her plan. On the last day of the course, each participant will present his/her action plan to the group for peer review and comments.
