The Institute for Public-Private Partnerships today announced that Mr. David Baxter will join the organization as the new of Director of IP3, a Tetra Tech Company.  In this capacity, he will provide the leadership and vision to the overall direction of IP3.


Mr. Baxter comes to IP3 with over 20 years’ experience as an international development, program management and training specialist working primarily in Africa, Europe and the United States.  He has specialized experience in the areas of infrastructure planning, public-private partnerships, socio-economic analysis, environmental compliance, sustainability analysis, institutional capacity building, institutional reform, natural resource planning and eco-tourism.  His most recent position was with Jacobs Engineering, where he served as the International Development Business Director. He advised Jacobs’ leadership on global growth strategies and risk management as well as consulted on concession planning and alternative financing of infrastructure projects (P3).  Previously, David served as Senior Project Manager for natural resource and infrastructure planning at Booz Allen Hamilton.  He has also served as a professor in several universities around the world.

IP3, under contract to the Department of Administrative Reforms and Public Grievances (DARPG) of the Government of India, conducted three, one-week courses on Best Practices in Innovation and Leadership in an Era of Increasing Competitiveness and Transparency. Seventy (70) participants were trained from national and state government agencies, including many from the prestigious India Administrative Services (IAS).  The course covered five major themes: creating an entrepreneurial mindset for 21st government leadership, policies to promote investment and create jobs, utilizing public-private partnerships for infrastructure service delivery, linking fiscal accountability with service delivery outcomes and enhancing transparency, and accountability with key stakeholders through strategic communications planning. Presentations, group discussions, and site visits were utilized for the training methodologies. IP3 was responsible for all technical, administrative, and logistical requirements of the training.  

 

The program received very positive marks from the participants, including 100% who stated they would recommend this training to a colleague.
