Course Description
IP3 has assisted scores of governments in the planning and creation of PPP Units to manage their PPP Process. Taking these experiences and lessons learned IP3 has designed a special one-week, comprehensive training program on Managing the PPP Process: Staffing, Procedural, and Operational Requirements for Successful PPPs.
This course provides participants with practical tools required to establish and manage PPP Units by demonstrating organizational structure options, required policy guidelines, and overall implementation planning for successful PPP transaction management.
Through presentations, case studies, technology labs, simulated exercises, and on-site meetings with leading legal, financial, and institutional PPP experts, participants will gain new knowledge and skills that will enable them to develop their own plan of action for planning and managing a PPP Unit.
IP3’s team of training experts offers practical experience with top presentation skills. Participants who successfully complete the course requirements will receive a Certificate of Achievement.

Learning Outcomes:
- Evaluating “bottom line” benefits of establishing national, sectoral, or municipal PPP Units to promote best practices in PPP policies and projects
- Analyzing the range of options in establishing PPP units and what legal and institutional factors drive success
- Evaluating how the PPP Unit staff can manage transaction advisors
- Evaluating the experience of European, North American, and Asian PPP Units and draw key lessons learned
- Comparing the two key staffing approaches to PPP units: sector focus vs. skill focus
- Developing financial and marketing strategies that promote and negotiate PPP contracts in infrastructure and public services
- Establishing professional relationships and network with leading PPP specialists and peers from PPP Units around the world

Action PlanningPrior to completing the course, IP3 requires participants to complete an Action Plan detailing how they will apply their new knowledge and skills on-the-job. Using our expert instructors, IP3 has developed a six-step action planning process to guide participants in developing their action plans. On the last day of the course, each participant will present his/her Action Plan to the group for peer review and comments. |
Requirements for Completing the Course
To achieve the course Learning Outcomes and earn the maximum available CEUs, you must:
- Attend all training sessions during the duration of the program
- Complete course assignments as assigned by IP3 instructors
- Attend site visits to engage with U.S. counterpart officials
- Complete a Strategic Action Plan that will be reviewed and graded by an IP3 facilitator
