Course Description

 

IP3 has assisted scores of governments in the planning and creation of PPP Units to manage their PPP Process. Taking these experiences and lessons learned IP3 has designed a special one-week, comprehensive training program on Managing the PPP Process: Staffing, Procedural, and Operational Requirements for Successful PPPs.

 

This course provides participants with practical tools required to establish and manage PPP Units by demonstrating organizational structure options, required policy guidelines, and overall implementation planning for successful PPP transaction management.

 

Through presentations, case studies, technology labs, simulated exercises, and on-site meetings with leading legal, financial, and institutional PPP experts, participants will gain new knowledge and skills that will enable them to develop their own plan of action for planning and managing a PPP Unit.

 

IP3’s team of training experts offers practical experience with top presentation skills. Participants who successfully complete the course requirements will receive a Certificate of Achievement.

Module I:

Institutional Strategies for PPP Units

  • Rationale for establishing a center for national, sectoral, and municipal PPPs
  • Creating a “one-stop” resource center for government, investors, project developers, and consumers
  • Understanding the legal requirements to make PPP units effective and empowered
  • Designing strategies to improve PPP procurement and transparency in project selection, negotiation, and award

Module II:

Design, Staffing, Management, and Operations of a PPP Unit

  • Determining the level of authority of the Unit within government
  • Clarifying roles and responsibilities of the Unit vis a vis line ministries and other agencies: single or multi-sector alternatives
  • Defining mission, goals, and objectives of the Unit
  • Developing operating rules and regulations governing PPP
  • Identifying key staffing and recruiting: sector, legal, financial and economic skills
  • Developing an organizational chart

Module III:

The PPP Unit and Transaction Advisors

  • Understanding the role of transaction advisors to a PPP
  • Using the PPP Unit to manage transaction advisors
  • Maintaining “Project Profiles” for investment opportunities

Module IV:

Implementing PPP Best Practices: The Functions and Tactics of Successful PPP Units

  • Developing processes for determining PPP project eligibility and screening
  • Utilizing and standardizing PPP toolkits for project feasibility, procurement and evaluation
  • Coordinating and enhancing negotiation support to improve transaction outcomes
  • Understanding the options and forms of PPP contract compliance and monitoring

PPP Investor Outreach and Stakeholder Awareness: The PPP Unit as a Communicator

  • Establishing a communications outreach strategy to all stakeholders
  • Maintaining “Project Profiles” for investment opportunities
  • Developing a PPP Portal Strategy to increase awareness and transparency
  • Designing “road show” communication campaign to promote PPP investments

Module VIII:

Action Planning

Prior to completing the course, IP3 requires participants to complete an Action Plan detailing how they will apply their new knowledge and skills on-the-job. Using our expert instructors, IP3 has developed a six-step action planning process to guide participants in developing their action plans. On the last day of the course, each participant will present his/her Action Plan to the group for peer review and comments.

 

Requirements for Completing the Course

 

To achieve the course Learning Outcomes and earn the maximum available CEUs, you must:

  • Attend all training sessions during the duration of the program
  • Complete course assignments as assigned by IP3 instructors
  • Attend site visits to engage with U.S. counterpart officials
  • Complete a Strategic Action Plan that will be reviewed and graded by an IP3 facilitator
