IP3 is pleased to announce the addition of Jacques Cook to our staff as Senior PPP Advisor. A lawyer by training, Mr. Cooks comes to IP3 with over 30 years’ experience in infrastructure development, project finance, and PPP advisory and transactions experience. Sector experience includes energy, water, transportation, telecommunications, and general municipal services.
In the past decade, Mr. Cook served as lead PPP Transportation Advisor for Castalia, Head of the PPP Group for Peckar & Abramson, P.C., and PPP Transaction Advisor to Allen & Overy, LLP. Prior to this, Mr. Cook served for twenty-three years as Senior Counsel/Division Chief to the Inter-American Development Bank where he was responsible for all legal work for the IDB’s “private sector window”, which financed some of the trend setting PPP infrastructure projects in Latin America and the Caribbean.
Mr. Cook’s PPP work has taken him to over 30 countries worldwide. His PPP work in the United States includes project transaction activities in Florida, North Carolina, New York and Texas. Mr. Cook has also been a frequent trainer for IP3 and a sought after speaker at numerous infrastructure conferences.

Mr. Cook will be based in IP3 headquarters in Arlington, VA.
