Course Description

While there has been a proliferation of national and international activity to address the problem of climate change and the world’s excessive reliance on polluting fossil fuel technology, many governments still do not understand how to design, implement and monitor programs and policies to promote clean energy.

 

In this multi-disciplinary course, IP3 seeks to remedy this gap by exposing public officials to:

  • The latest advances in clean energy technologies
  • Techniques for designing policies and programs to promote the spread of these technologies using case studies and research from leading countries and international institutions and
  • Institutional mechanisms and techniques for monitoring the implementation of these clean energy strategies.


The course will involve review and discussion of tax policies, carbon credit regimes, public-private partnerships, government subsidies, energy tariffs and business regulations in connection with clean energy initiatives.

 

By the end of the course participants will have achieved the learning outcomes provided below.

Learning Outcomes:

  • Reviewing the latest international initiatives on climate change proceeding from the Durban conference
  • Analyzing the advances in energy laws and renewable portfolio standards in emerging markets
  • Integrating carbon credit programs with renewable energy projects using PPPs implement Nationally Appropriate Mitigation Actions (NAMAs) and engaging the private sector to reach renewable energy targets
  • Accessing Clean Development Mechanism (CDM) funds and opportunities
  • Networking and building professional relationships with your fellow participants and leading regulatory specialists, regulators, commissioners, and energy experts
  • Visit with key multilateral agencies

Module I:

 

Technological Advances in Clean Energy

  • What is clean energy?
  • Examination of major engineering advances in clean energy field
  • The economic case for clean energy solutions—costs and benefits
  • Relationship between clean energy and economic development

Module II:

Designing the Right Policies and Programs to Promote Clean Energy Solutions

  • Examination of state- of- play of international initiatives (such as the Durban conference) to mitigate climate change impacts and the effects on the renewable energy market
  • Review of World Bank and multilateral agency roles in promoting clean energy solutions and technologies
  • Key considerations in designing a national inter-ministerial regulatory framework for clean energy

Module III:

Implementing a Clean Energy Program

  • Fiscal and regulatory incentives to encourage capital and technology development in clean energy projects and initiatives
  • Designing and implementing subsidy schemes to incentivize renewable energy projects
  • Ratemaking and feed-in-tariff systems for renewable projects—examination of case studies and models in Europe, US and Africa
  • Developing and Implementing Nationally Appropriate Mitigation Actions (NAMA) in line with the Bali Action Plan of 2007 using PPPs
  • Utilizing the Clean Development Mechanism (CDM) defined under the Kyoto Protocol to establish renewable energy projects
  • Reconciling PPPs and Climate Change strategies
  • Financial modeling of PPPs for renewable energy projects

Module IV:

Monitoring a Clean Energy Program

  • How to monitor an Clean Energy Program through key performance indicators
  • Developing an institutional framework to enforce and monitor clean energy policy objectives- Examination of case studies from leading countries
  • Working with stakeholders, NGOs and international monitoring organizations to support clean energy programs

Requirements for Completing the Course

To achieve the course Learning Outcomes and earn the maximum available CEUs, you must:

  • Attend all training sessions during the duration of the program
  • Complete course assignments as assigned by IP3 instructors
  • Attend site visits to engage with U.S. counterpart officials
  • Complete a Strategic Action Plan that will be reviewed and graded by an IP3 facilitator
