IQC and Global Contracts
An Indefinite Quantity Contract (IQC) is a
USAID contracting vehicle that enables USAID Missions around the world to
access the services of technically and financially prequalified US consulting
firms. The IQC mechanism was designed to help Missions fast-track procurements
in order to respond quickly to evolving realities in the host country.
The Institute for Public-Private
Partnerships, Inc. is a holder, either as a prime or a subcontractor, of the
following Indefinite Quantity Contracts (IQCs) with the United States Agency
for International Development (USAID):
Direct Selection of a Task Order?
Under AAPD 02-05 New Authority-Exception
for Small Businesses Under IQCs, USAID contracting officers have the option
to direct a Task Order to any small or small disadvantage business who holds a

Support for Economic Growth and
Institutional Reform- General Business, Trade and Investment IQC (SEGIR -GBTI
II IQC)
Through our joint venture company,
SEGURA-IP3 Partners LLC, IP3 is a prime contractor in a small business joint
venture for the SEGIR GBTI II IQC, a five-year contract awarded in December
2006.
This IQC will build upon the first SEGIR GBTI IQC (managed
through the Bureau for Economic Growth, Agriculture, and Trade- EGAT) to
accumulate the intellectual and technical resources necessary to address
business, trade and investment constraints to economic growth in USAID-presence
countries. The primary program objective for GBTI II is to devise and implement
robust strategies to promote real economic growth, reduce poverty, graduate
transitional countries from aid to trade, promote open competitive markets,
develop the private sector, and mobilize private financing sources to
supplement and eventually replace development assistance.
IP3 provides the following expertise under
GBTI II:
- Development of the policy, regulatory, and institutional
frameworks to attract private involvement in the public sector, including
modern commercial laws, property registries, financial markets, and
PPP/privatization enabling environments.
- Develop the appropriate enabling environment for small
and medium enterprise development
- Provide general business management services in finance,
marketing, human resources, accounting, information technology, and
competitiveness
- Develop trade capacity, including WTO status development
and maintenance
- Capacity building and knowledge management across all
sectors
The SEGIR-GBTI II IQC has a $3,000,000,000
ceiling. SEGURA/IP3 LLC, a prime contractor for SEGIR GBTI II IQC, is one of
three small business awards and is eligible for direct selection
of Task Orders.

Building Recovery and Reform Through
Democratic Governance (BRDG IQC)
Through our joint venture company,
Millennium-IP3 Partners LLC, IP3 is a prime contractor in a small business
joint venture for the BRDG IQC, a five-year contract awarded in October
2005.
The Office of Democracy and Governance of the Bureau for
Democracy, Conflict and Humanitarian Assistance (DCHA/DG) of USAID is
responsible for the overall IQC management. The primary program objective for
BRDG is to provide state-of-the art expertise to promote democratic governance
in all stages of political development and focus on the following:
reinforcement of the legitimacy of state structure and policies and functions;
public management; and strategic planning, policy and institutional reform.
Three key USAID initiatives will be served through this IQC: promotion of
democratic governance, fragile states, and the Millennium Challenge Account
(MCA).
IP3 provides the following expertise under
the BRDG IQC:
- Promotion and development of transparent and accountable
government practices throughout all government levels
- Promotion and development of sound government policies
and procedures for effective government management, financial accountability,
and public-private service delivery options
- Overall strategic planning, policy and institutional
reforms involving multiple stakeholders
- Capacity building and knowledge management across all
sectors
The BRDG IQC has a $750,000,000 ceiling.
Millennium-IP3 Partners LLC, a prime contractor for the BRDG IQC, is the
sole small business awardee and is eligible for direct selection
of Task Orders.

Support for Economic Growth and
Institutional Reform (SEGIR II Privatization) IQC
IP3 is both a prime contractor (as a small
business joint venture with SEGURA Consulting) and a subcontractor for the
Privatization II IQC, a five-year contract awarded in October 2003. This IQC
will build upon the first SEGIR Privatization IQC to accumulate the
intellectual and technical resources necessary to better understand and
overcome ownership related constraints to economic growth as experienced by
developing countries in the areas of competition, market access, regulatory
reform and institutions.
IP3 provides the following expertise under
SEGIR/Privatization II:
- Development of the policy, regulatory, and institutional
frameworks to attract private involvement in the public sector, including
modern commercial laws, property registries, financial markets, and PPP
enabling environments.
- Post-privatization assistance and competitive markets
development including market-based accounting and financial management
standards, human resources management, and information and communications
technology.
- Capacity building and knowledge management in the field
of public-private partnerships.
- Design, procurement, and implementation of
public-private partnerships across a range of sectors.
SEGIR II has a $500,000,000 ceiling.
SEGURA/IP3 Joint Venture, a prime contractor for SEGIR II, is the sole small
business amongst the group of IQC holders and the only consortium eligible
for direct selection of Task Orders.

Sustainable Urban Management (SUM)
II
IP3 is a subcontractor to Associates in
Rural Development (ARD) Inc. for the SUM II IQC. This IQC will deliver short,
medium and long-term technical assistance, training and advisory services in
five main functional areas: (a) Urban Services Provision and Shelter; (b)
Improved Local Government Management; (c) Improved Environmental Management;
(d) Disaster Mitigation, Preparedness, Response & Recovery; and (e) Urban
Finance and Credit Systems. SUM II can facilitate a wide and very flexible
range of activities related to multi-sectoral and integrated urban development
issues and will help USAID to address urbanization, management of local and
regional growth, urban environmental and health concerns, municipal and local
governance and urban poverty reduction.
IP3 provides the following expertise under
SUM II:
- Leadership in forging public-private
partnerships to improve the provision of-and increase investment in-urban
services.
- Over 250 such partnerships formed, and
over 10,000 officials trained over the past decade.
- Success in helping local governments to
strengthen their financial management and local economic development planning
practices.
- Strengthened provision of potable water
and sanitation services.
- Breadth and depth of experience in
municipal credit, both in emerging markets as well as in the United
States.
The total available ceiling (cumulative
total of all 6 awards) within this mechanism will be $300 million. Services are
obtained through negotiated Task Orders, which may be written for any time
period up to the entire length of the SUM II IQC, through September, 2009. The
period of performance extends three years past the end of the ordering period
through September 2012.

Support for Economic Growtn and
Institutional Reform: Commercial, Legal and Institutional Reform (SEGIR
CLIR)
The Commercial, Legal and Institutional
Reform (CLIR) IQC provides USAID with technical assistance services necessary
to support broad-based, sustainable economic growth in recipient countries
worldwide. The CLIR IQC seeks to build upon the work completed under the
original SEGIR LIR IQC, accumulating the intellectual and technical resources
necessary to better understand, and thereby overcome, legal and institutional
constraints to economic growth experienced by developing countries.
IP3 provides the following expertise under
the CLIR IQC:
- Development of corporate governance policies and
strategies.
- Design of the legal and regulatory environment to
promote economic growth including capital markets development, commercial law
reform, improvement of rules governing foreign investment and contract law, and
drafting privatization laws, competition policy, and public procurement
policies.
- Guidance and development of rules for dispute
resolution.
- Sector reform, including horizontal and vertical
unbundling, and deregulation.
- Design and operationalization of regulatory
agencies.
The CLIR IQC has a $600,000,000 ceiling
over the five year period of performance. Task Orders may be issued by USAID
Washington Contracting Officers and field Contracting Officers. All statements
of work must be cleared by the IQC Cognizant Technical Officer (CTO).

Integrated Water and Coastal
Resources Management (IWCRM)
IP3 is a subcontractor to Associates in
Rural Development (ARD) Inc. for the Integrated Water and Coastal Resources
Management (IWCRM) IQC. The IWCRM IQC supports USAID's efforts to increase and
improve protection and sustainable use of natural resources by helping the
agency carry out all aspects of integrated water and coastal resources
management, including sustainable fisheries and aquaculture.
IP3 provides the following expertise under
the IWCRM IQC:
- Design of over-arching strategies for reforming the
water, sewerage and sanitation sectors, including institutional and regulatory
reform, and competition policies.
- The development of systems to support the collection of
data relating to the delivery of potable water, wastewater collection, and
sanitary sewerage services, including programs to benchmark the performance of
enterprises involved in service delivery.
- Willingness and ability to pay studies.
- Promoting public participation and stakeholder
involvement in water sector reform.
- Training water sector stakeholders on issues relating to
competitive utility management, public-private partnerships, and
regulation.
- Development of policies governing tariff setting and
user subsidies for water services.
- Design, procurement, and implementation of
public-private partnerships for water services delivery.
- Development of regulatory agencies and regulations.
- Advice on appropriate methods to finance investments in
water infrastructure.
The IWCRM IQC has a maximum ceiling of $2
billion over the course of the five year period of performance. Task orders
issued during the five years of the IQC may extend their period of performance
up to three years beyond the five year IQC period.

People, Energy and Development (PED)
IQC
IP3 is a subcontractor to the Academy for
Educational Development (AED) for the PED IQC. The purpose of the "People,
Energy, and Development - Increasing the Ability of People to Cause Their Own
Development" (PED) IQC is to facilitate more effective and efficient knowledge
management in the energy sector focusing on specific areas of interest within
the broader themes of governance, social development, and the environment. It
will systematically capture and organize knowledge and experience gained from
staff, clients, and development partners in order to make this knowledge more
readily accessible and to create linkages between groups and communities
working on similar topics. It will focus on (1) institutional strengthening;
(2) energy policy reform; (3) environmental and related infrastructure; (4)
promoting greater efficiency of energy production, distribution and use; (5)
fostering the commercialization and use of renewable energy technologies and
demonstrating appropriate technologies to reduce energy-related environmental
degradation and mitigate emissions of greenhouse gases; and (6) stakeholders
roles and participation.
IP3 provides training and capacity building
services and conducts training needs assessments in the following areas under
the PED IQC:
- Energy management and operations.
- Privatization, commercialization, and corporatization of
energy utilities.
- Management, privatization and regulation of oil and gas
operations.
- Policy, legal and regulatory reform in the energy
sector.
- Methods for financing energy projects.
- Transportation infrastructure, management and policy
development.
In addition, IP3 is the only PED IQC
holder that offers people who successfully complete our training programs
both continuing education units (CEUs) that are recognized by the International
Association of Continuing Education and Training (IACET) and the opportunity to
apply those CEUs towards the achievement of a post-graduate, professional
certification in the fields of Competitive Utility Management, Public-Private
Partnerships, and/or Regulation.
The PED IQC has a $100 million ceiling over
the five-year period of performance.

Environmental Health
IP3 is a subcontractor to Camp, Dresser
& McKee (CDM) International for the Environmental Health (EH) IQC. The
purpose of the EH IQC is to establish world-wide mechanisms to support the
Bureau for Global Health as well as other USAID Missions and Bureaus in the
implementation of environmental health activities. It provides access to a
broad range of expertise in interventions to reduce exposure to agents of
disease and to hazards that exacerbate disease, by focusing on improvements in
the physical environment and in key behaviors.
IP3 provides the following expertise under
the EH IQC:
- Capacity building and training in environmental health,
focusing on developing country institutions.
- The application of public-private partnerships models
towards the solution of environmental health challenges.
The EH IQC has a five-year duration and a
$110 million ceiling. The specific activities to be carried out under the IQC
will be determined on a task order basis.
