Consulting Opportunities

IP3 is always seeking qualified consultants for both training and consulting assignments. We seek specialists at all levels that are able to supplement their technical mastery with real-world experience. Previous international experience is critical for many projects. But some of the best advisors have been those with practical domestic experience. International advisors are not born; they're developed. Ideal candidates should meet the following criteria:
  • Experience. Candidates who have technical specialization should have experience in their applications on more than an academic level.

  • Capability for Training and Consulting Assignments. IP3 has always sought to supplement our technical assistance programs with a strong training component. Therefore, ideal candidates should possess strong interactive teaching skills, exercised diplomacy, and technical mastery.

  • Availability for International Travel. Since most of our work is in the developing world, ideal candidates should have both the availability and desire to work internationally.

General Opportunities
IP3 is always interested in hearing from qualified consultants to structure and implement public-private partnership transactions for our clients, for both long- and short-term assignments. IP3 seeks consultants with transactional and training experience to fill immediate openings in the following practice areas: traditional infrastructure and municipal services (energy, housing, solid waste management, telecommunications, transportation, and water and wastewater); finance (banking, capital markets, project finance, and small and medium enterprise (SME) development); social infrastructure (education, health, insurance, and pensions); and governance (e-government, institutional reform, and NGO development).

Candidates must have considerable experience in private sector participation (PSP) transactions or reform efforts aimed at promoting greater private sector investment. Consultants with foreign language skills, past work experience with international donor agencies, and relevant advanced degrees in a related field are strongly preferred. Energy Specialists
IP3 is seeking energy specialists to fill both short- and long-term positions. Desired candidates will have consulting and/or training experience in one or more of the following areas:
Financial Specialists Qualified candidates will have experience in the development and manipulation of financial models for use in estimating the required average tariff under utility privatization, and in evaluating the bids received from private operators for concessions, leases, BOTs, etc.
Legal
Specialists
Qualified legal professionals will possess expertise in drafting enabling legislation for the creation of regulatory agencies, reforming regulatory frameworks, crafting and evaluating bid and tender packages, developing regulations and other regulatory instruments, and drafting contracts and licenses for private operators.
Regulatory
Specialists
Qualified candidates will have experience in the designing and reforming regulatory frameworks, developing institutional capacity in regulatory institutions, developing of regimes for regulating and adjusting tariffs, and structuring regulatory oversight of private operators. Experience with public awareness and stakeholder consultation is also desired.
Privatization
Specialists
Qualified candidates will have experience in privatizing energy utilities, public-private partnerships in the energy sector, and the using various public-private partnership, such as service and management contracts, concessions and lease agreements, and BOO and BOT models. Candidates familiar with procurement processes, bid evaluation and tendering, and general transaction procedures are desired
  For all the above positions, international experience and willingness to travel overseas is desired, and preference will be given to candidates who have experience working with donor institutions, foreign language skills, and a relevant advanced degree. Water/Wastewater Specialists
IP3 is seeking long-term and short-term water/wastewater specialists. Qualified candidates will have training and/or consulting experience in one or more of the following areas.

Qualified candidates will have experience in implementing government-led strategies to publish information, exchanging documentation and executing online transactions between government agencies, citizens, and the private sector, distance learning strategies for government agencies, designing e-commerce and communications infrastructure, and formulating transparent e-procurement strategies.
Information
Technology Systems
Experts
Qualified candidates will possess expertise in identifying and creating effective information technology systems for developing countries and government agencies, designing and implementing IT projects using public-private partnership techniques, and identifying appropriate computer hardware and software requirements for expanded government online services.
Telecommunications Specialists Qualified candidates will have experience in structuring privatization transactions in the telecommunications sector, drafting enabling legislation for public-private partnerships, and creating and reforming regulatory frameworks for telecommunications privatization.

Internship Opportunities
IP3 is always seeking qualified candidates for internships at our Washington, DC headquarters. Applicants should have interest in international development and be enrolled in or have completed related coursework. IP3 interns have the opportunity to work closely with professionals in a number of areas of international development. Internship responsibilities can range from assisting with DC-based training programs in our Global Training Division to assisting within the Business Development Unit with the compilation of, and research for technical assistance programs.
