The Institute for

In 2008, IP3 has expanded our
course offerings in Washington, DC as well as online to address a number of

offer our standard two-week intensive training courses in Washington as well as

CPE credits for "Group Live" Classroom Courses
The Institute for
Public-Private Partnerships, (IP3) is pleased to announce our recent approval
by the National Association of State Boards of Accountancy (NASBA) to be a
sponsor of continuing professional education (CPE) credits for the National
Registry of CPE Sponsors.
Developed in 1990, the
National Registry of CPE Sponsors is a program offered by NASBA to recognize
CPE program sponsors who provide continuing professional education programs in
accordance with nationally recognized standards.
The Institute for
Public-Private Partnerships (IP3) is registered with the National Association
of State Boards of Accountancy (NASBA), as a sponsor of continuing professional
education on the National Registry of CPE Sponsors. State boards of accountancy
have final authority on the acceptance of individual courses for CPE credit.

Continuing Professional
Education (CPE) is the term used to describe the education activities that
assist Certified Public Accountants (CPAs) in achieving and maintaining quality
in professional services. An explosion of relevant knowledge, ongoing changes
and expansion, and increasing complexity of business transactions characterizes
the profession of accountancy. To keep up with this dynamic environment
requires CPAs to continuously maintain and enhance their knowledge, skills, and
abilities by participating in training to earn required CPEs.
The names of approved CPE program sponsors
(over 1,400) are published in a listing distributed throughout the country via
the Internet and in printed format. State Boards of Accountancy and their
licensees can refer to this listing to identify and select CPE program
sponsors.

Contract Award: Prime Contract for the
Support for Economic Growth and Institutional Reform- General Business, Trade
and Investment IQC (SEGIR -GBTI II IQC)
Through our joint
venture company, SEGURA-IP3 Partners LLC, IP3 is pleased to announce the award
as a Prime Contractor for the SEGIR GBTI II Indefinite Quantity Contract (IQC).
The SEGIR-GBTI II IQC has a $3,000,000,000 ceiling and runs for five years-
from December 2006 - December 2011. The Bureau for Economic Growth,
Agriculture, and Trade (EGAT) of USAID is responsible for overall IQC
management. I The primary program objective for GBTI II is to devise and
implement robust strategies to promote real economic growth, reduce poverty,
graduate transitional countries from aid to trade, promote open competitive
markets, develop the private sector, and mobilize private financing sources to
supplement and eventually replace development assistance.
SEGURA/IP3
Partners LLC is one of three small business awardees and is eligible for direct
selection of Task Orders by USAID missions and the headquarters office.

PPP Skills and Competency
Development ONLINE TRAINING PROGRAMME
The Banking Association South Africa,
acting in its capacity as the Secretariat for the SADC Banking Association, and
with funding provided by the Canadian International Development Agency (CIDA),
has awarded a five-year contract to the Institute for Public-Private
Partnerships, Inc. (IP3) to design, develop, and implement on a quarterly basis
an intensive six-week skills-based online training programme titled, PPP
Skills and Competency Development.
The objective of this
programme is to create a replicable and sustainable learning medium that can
rapidly train significant numbers of officials from government organizations
(national, state/regional, & local), financial institutions, development
agencies, the private sector, and other key stakeholders throughout the
Southern African Development Community (SADC) region in "public-private
partnership" design, modelling, and monitoring. The overall goal of the
programme is to leverage capacity building in such a way so as to increase
significantly the utilization of public-private partnership models for both
domestic and foreign investment in infrastructure and service
delivery
Juliet Kairuki, Project Manager of the PPP Project for the SADC
Banking Association, states "Given the increasing appetite for private capital
to participate in the financing of profitable projects of a long term and
capital intensive nature, we are keen to expose as many potential partners to
PPP. We are also keen to facilitate the sharing of experiences on a regional
basis and are excited that our online training programme is populated with many
case studies and examples of experiences from SADC countries that are relevant
to PPP. We are confident that our online training programme will contribute to
bridging capacity gaps that impede our strategic partners from being able to
bring more projects to the market."
The online programme will be
conducted entirely over the Internet using a combination of asynchronous and
synchronous learning tools. The skills-based programme will consist of six
modules, with each module being conducted over a one-week period, and focusing
on the following key topics:
- PPP concepts, rationale, and contractual options
- Project appraisal and feasibility studies
- Project finance and investment analysis
- Procurement processes
- Communications and stakeholder relations
- Contract management, monitoring, evaluation, and
regulation
Each module contains rich content on the
module topic, case studies and simulation exercises to illustrate the content
topic, and strategic action plan development by the participants so each can
apply what they learn into their own environment. Participants, the course
facilitator, and guests will engage each other through weekly posting of
assignments and communication using Discussion Board threads, email, and chat
room functions.

Kristen M. Nicole to Serve
as Capacity Building Solutions Manager
Ms. Kristen M. Nicole is joining the IP3 team
after service with the United States Peace Corps in Bangladesh where she had
first hand experience in array of development projects. Ms. Nicole will work
with IP3 training clients and customers worldwide to help identify training
needs and develop capacity building solutions with the range of IP3 training
products and services available. "I am very fortunate to be welcomed into the
IP3 family of alumni and colleagues with such a courteous manner. I look
forward to communicating and meeting with IP3 alumni and new participants in
the coming months, as well as growing valued relations with our 2006 candidates
for certification, and all past, current, and future associates of IP3" says
Ms. Nicole.
Ms. Nicole is a graduate of Boston University, where she
earned a Bachelor's of Arts and Sciences in International Relations,
concentrating in International Economics and Business in East Asia. She has
successfully served in range of business administrations, sales, and marketing
positions, and is knowledgeable in both Mandarin and Bangla languages. She has
lived overseas in China, Japan, and Bangladesh.

Contract Award: Prime Contract for the
Building Recovery and Reform Through Democratic Governance (BRDG IQC)
Through our joint venture company, Millennium-IP3 Partners LLC, IP3
is pleased to announce the award as a Prime Contractor for the BRDG Indefinite
Quantity Contract (IQC). The BRDG IQC has a $750,000,000 ceiling and runs for
five years: from October 2005 - October 2010. The Office of Democracy and
Governance of the Bureau for Democracy, Conflict and Humanitarian Assistance
(DCHA/DG) of USAID is responsible for the overall IQC management.
The
primary program objective for BRDG is to provide state-of-the art expertise to
promote democratic governance in all stages of political development and focus
on the following: reinforcement of the legitimacy of state structure and
policies and functions; public management; and strategic planning, policy and
institutional reform. Three key USAID initiatives will be served through this
IQC: promotion of democratic governance, fragile states, and the Millennium
Challenge Account (MCA).I

First Enrollees Complete the Certified
Public-Private Partnership Specialist Certification
Program

Certified Public-Private Partnership Specialist
certification program:

Muloni Managing Director Uganda Electricity Distribution Company Ltd
(UEDCL) Kampala, Uganda
Mr. Godwin
Brocke Director Research, Statistics and Information
Management Ministry of Roads and Transport Accra, Ghana
Ms. Irene Muloni is an Electrical
Engineer with a Masters in Business Administration. Since April 2002, she has
been the Managing Director of the Uganda Electricity Distribution Company
Limited (UEDCL). Ms. Muloni's final Action Plan (part of the certification
requirements) focused on the performance monitoring of the new 20 year
Electricity Distribution System contract/concession that UEDCL entered into with Umeme Limited, a consortium between CDC
Globeleq of United Kingdom (56% shares) and Eskom Enterprises of South Africa
(44%). Ms. Muloni will have an important role in monitoring the new concession
agreement.
Ms. Muloni says of her certification experience, "Training
with IP3 was very enriching by learning new things and sharing real-life
worldwide experiences. Becoming certified is yet another milestone in my quest
to become an Internationally recognized PPP Specialist and to contribute
towards the betterment of society."
Mr. Godwin Brocke holds a Masters of Engineering in
Engineering Management from Cornell University. He has served in various
positions in the Ministry of Roads and Transport since 1984 where he is
currently the Director of Research, Statistics and Information Management. Mr.
Brocke's final Action Plan focused on the development of a PPP Unit within the
Ministry of Roads and Transport. "The training on PPP has enabled me to have a
new perspective on how governments can effectively utilize the capacities of
the private sector to accelerate development and growth in their economies,"
says Mr. Brocke.

Mr. Kaliisa has served as the
Permanent Secretary of the Ministry of Energy and Minerals since 1998. He is
responsible for overseeing the organization and operations of the Ministry as
well as advising the serving Minister on the role of the Ministry. In addition
to these roles within the Ministry, he also oversees operations of the Uganda
Electricity Board, Kilembe Mines Ltd, and Kasese Cobalt Company Limited. Before
serving in this role he was the Permanent Secretary of the Ministry of Natural
Resources. An engineer by training, Mr Kaliisa received his M.Sc. from the
University of Aberdeen in the United Kingdom.
Mr. Baker has
served as an Economist in the Electricity Regulatory Authority (ERA) since June
2002. Before then, he worked as an economist for over 10 years in the Uganda
Electricity Board, a company that was responsible for generation, transmission
and distribution of electricity in Uganda. An economist by training, Mr. Baker
holds a Bachelor of Science (Hons) in Economics from Makerere University,
Kampala, Uganda, and a Master of Science in National Development and Project
Planning from the University of Bradford in the United Kingdom.
Mr.
Kwesigabo is the Secretary and Legal Council to the Electricity Regulatory
Authority (ERA) since 2001. He is also an attorney with Kwesigabo, Bamwine
& Walubiri Advocates where he practices corporate law, trade and land
affairs. He has served previously as the Company Secretary for the Uganda
Telecom Limited and Corporate Secretary for the Uganda Posts &
Telecommunications Sector. He received his Masters of Law (LL.M) from Harvard
University in Cambridge, MA, and his Bachelors of Law (LL.B) from Makerere
University in Kampala.

Dr. Sebbowa has served as the Chief
Executive Officer of the Electricity Regulatory Authority (ERA) since 2001.
He is responsible for the overall
management and operations of the ERA and serves as the key link between the
commissioners and professional staff at the ERA and the many electricity sector
stakeholders firstly in Uganda and elsewhere. A professional engineer by
training, Dr Sebbowa received his Ph.D. and M.Sc. from Leeds University in the
United Kingdom.

excited to have such an outstanding individual be the first person to complete
the regulation certification program. Dr. Sebbowa's dedication to developing a
comprehensive body of knowledge in the regulatory field is a testament to his

IP3 MENA Opens New Offices in Cairo;
Hosts IP3 Regional Operations
IP3 MENA, IP3's Egyptian affiliated
company for the Middle East & North Africa (MENA) opened this month new and
expanded offices in Cairo. The increased office space will provide much needed
room to the growing business. Additionally, IP3 MENA's offices will host IP3's
regional representative and staff who were formerly working in separate
offices. This new co-location of IP3 MENA and IP3's regional staff will ensure
greater coordination between the two firms. IP3 MENA is a specialized
consulting and training firm, incorporated as joint stock company in Egypt,
offering its services throughout the Middle East/North Africa region. With the
international experience of IP3 and the regional experience of its founding
partners as its foundation, IP3 MENA provides a balanced perspective to its
consultancy and training projects. IP3 MENA was founded to address the unique
opportunities and constraints to the economies and governments of the MENA
region through innovative applications of the public-private partnership model
for participatory, sustainable development and effective models of competition
and sector regulation to promote investment and improved service delivery. In
its second year of existence, IP3 MENA has already enjoys a reputation for high

Mohamed H. Ashmawi, Eng.
President & Chairman of the Board Eng. Ashmawi as President

several other prominent Egyptian consulting and engineering firms. He is a
municipal services, utility management, and public-private partnership
specialist with more than 30 years experience throughout the MENA region.

University, a degree in business management, and numerous postgraduate

Matthew L. Hensley Board
Member Mr. Hensley is President and Co-Founder of IP3. He is an
economist and a pioneer in the field of public-private partnerships with 20
years experience. Mr. Hensley has advised scores of governments worldwide and

LLC Prime Contract for SEGIR Privatization II IQC
The Institute for
Public-Private Partnerships, Inc. (IP3) and SEGURA Consulting LLC
(SEGURA) are pleased to announce the award, as a prime contractor, of the
USAID-funded SEGIR Privatization II Indefinite Quantity Contract (IQC). IP3 and
SEGURA joined forces to create SEGURA/IP3 Partners

IP3 offers first Regional Francophone
Training Course in Dakar, Senegal
The Institute for Public-Private
Partnerships Inc. (IP3) recently concluded its first Francophone regional
training course in Dakar, Senegal. The program "Les Partenariats
Public-Prive pour les Services et Infrastructures Publics: Planification,
Execution et Reglementation" was held April 7-11, 2002. Twenty-six (26)
participants from Senegal, Morocco, Cote d'Ivoire, Benin, Niger, Mauritania and
Burkina Faso attended this pioneering event. The one-week intensive training
course covered the institutional, economic, financial and regulatory issues in
planning and implementing public-private partnerships (PPPs) in the water,
energy and transportation sectors. Mr. Idrissa Niasse, Director, Planning
Department, SENELEC (National Electricity Company) in Senegal says of his
learning experience, "We are currently advertising for our second IPP under a
BOT. I have gained great insights into what mistakes we should avoid in
developing and reviewing the bids and negotiating with the potential awardee,
particularly the financial aspects".
One of the highlights of the course was a
videoconference with the World Bank office in Washington. Mr. Michel Layec,
Lead Energy Economist, AFTEG, discussed best and worst practices for PPPs
through several African case studies, namely the rural electrification project
in Senegal, the natural gas pipeline between Nigeria and Ghana, and the
rehabilitation of the water and electric Sectors in Tchad.
In addition to Michel Layec, the faculty
included Alioune Fall (Director - IP3 Africa), Francois Serres (Francois Serres
and Associates, Paris), Chrisitan Cucchiarini (Entreprises Generales de France,
Paris) and Fabrice Ndjodo (International Finance Corporation, Private Sector
Advisory Services).
This was the first in a series of courses
IP3 intends to organize in West Africa in French and English this year.

Announce Joint Accredited Professional Certification Programs
The Institute for Public-Private
Partnerships, Inc. (IP3) and the Water, Engineering and Development Centre of
Loughborough University (WEDC/LU) announced today the offering of three
joint-accredited Professional Certification Programs in the following
disciplines:
- Public-Private Partnerships
- Regulation of Utilities
- Utilities Management
The international collaboration between
IP3, located in Washington, D.C., USA and WEDC/LU, located in Leicestershire,
UK, to create these Professional Certification Programs was born out of the
recognition that education and training plays a vital role in accelerating the
modernization and productivity of governments and utilities around the world.
The application of "best practices" in management and governance using
public-private partnerships, effective regulation, and improved utility
management is a central feature of efficient and sustainable economic
development. The goal of these landmark accredited Professional Certification
Programs is to create a world class standard in public-private partnership,
regulation, and utilities management and to provide participants who complete
the requirements of each certification with the technical and management tools
to effect change at the enterprise, sector, or policy-making level. By
completing the courses and earning the accredited credential, graduates will
continue to add prestige to the new standard year after year.

IP3 Announces 2003 Global Commercial
Training Schedule
IP3 is pleased to announce its 2003 global
commercial training workshop schedule. 2003 will be IP3's 10th year offering
global training and education -- the alumni network now stands well over 8,000
officials from 175 countries worldwide. For 2003, IP3 has initiated several
important changes our training offerings.
For the first time, IP3 will be offering
its commercial "off-the-shelf" courses not only in Washington, D.C. but also in
Cape Town, Bangkok, Cairo, Dublin, New Delhi, Dakar, and St. Petersburg. Tommy
White, CEO of IP3, states, "Many of our clients and customers for years have
requested that IP3 offer our courses on a regional basis so more participants
can attend on a more cost effective basis. We have listened to our market and
are excited about this new training direction for IP3. Response so far has been
overwhelmingly positive."
A second important change to the 2003
schedule involves offering several "advanced" courses in IP3's core training
subject areas: regulation, PPP, and project finance. Tommy White again states,

IP3 Signs MOU with the Arab Academy for
Banking and Financial Services
On February 7th, IP3 signed an agreement
with the Arab Academy for Banking and Financial Services (Arab Academy) to
offer joint training programs in the Middle East.
This new organizational relationship, which
was initiated by former US Congressman Larry LaRocco (D-ID), is designed to
leverage both organizations' extensive training and capacity building resources
to deliver more courses to many more Middle Eastern participants at affordable
rates.
The Arab Academy is an internationally
recognized training institution holding diplomatic status and offering
accredited continuing adult education courses in Amman, Cairo, Beirut, and
Sanaa'. The Academy offers specialized programs in the fields of banking and
finance.
IP3 will co-brand several training courses
with the Academy in the coming months focused on infrastructure finance,
pensions and social insurance reform, and e-government. A full offering of
courses will be available later this summer and will be highlighted on the IP3
and Arab Academy websites.

IP3 Signs Collaborative MOU with the
National Association of Regulatory Commissioners (NARUC)
The National Association of Regulatory
Commissioners (NARUC) has entered into an Memorandum of Understanding with IP3
to further both firm's goal to promote sound regulatory practices to a global
audience. Under the scope of the MOU, NARUC and IP3 will initially focus their
efforts on providing regionally based training workshops to regulatory bodies
and staff in Africa. "This agreement (between NARUC and IP3) is an important
step forward to providing regionally-based training for the newly formed
regulatory bodies in Africa," said Matthew Hensley, President of IP3. "NARUC
serves as a wonderful resource for the burgeoning regulatory bodies while IP3

Training Series on Private Sector
Participation in Egyptian Water and Wastewater Utilities Recently Completed
In September, a team of senior IP3 trainers
implemented the seventh and final module of the Private Sector Participation
(PSP) in Egyptian Water and Wastewater Utilities training series in Sharm el
Sheikh, Egypt. For this final workshop entitled "The PSP Project Life Cycle,"
participants came from three ministries, five central planning bodies, and more
than 15 local water and wastewater utilities. IP3 was truly honored to have the
opportunity to conduct this training series and would like to thank the
following people and institutions for their continued guidance, participation,
and assistance throughout the 11-month training program: Dr. Beyaly H. El
Beyaly of the Ministry of Housing, Utilities and Urban Communities; Mr. Anton

Training Workshop on Public-Private
Partnership Policies and Strategies Recently Conducted
In September, IP3 conducted its first
comprehensive training program on Public-Private Partnership Policies and
Strategies for a global audience. Fifteen participants attended the program
from the following countries: Tanzania, Malawi, Romania, India, Russia, Nepal,
Zambia, South Africa, Ghana, and Kuwait. Key topics focused on the
institutional, legal, regulatory, and financial issues to creating P3
opportunities and projects. A number of techniques were reviewed and applied to
a range of sectors, including water, energy, urban planning, housing, health,
and solid waste. Mr. Tommy White, Vice-President of IP3, states, "The
participants were really into the workshop topics. Everyone was able to gain a
tremendous amount of knowledge from the training sessions and site visits, and
it really showed in their action plans. Interestingly, one the major themes
that evolved in the participants' action plans was the need to increase
significantly the overall institutional capacity of government to manage and
monitor public-private partnership programs. We at IP3 see this as a continuing
trend worldwide as governments try to manage and monitor the P3 process more
effectively."
