Tommy White

Mr. White is the Chief Executive Officer and a Co-Founder of the Institute for Public-Private Partnerships, Inc. (IP3). Mr. White is responsible for strategic planning, day-to-day management, marketing planning/customer relations, and financial management of the firm. His primary role is to oversee the day-to-day implementation of the corporate strategic plan. In addition to his corporate management/financial activities, Mr. White has over twenty years experience designing, directing and teaching executive training courses and workshops in private sector development, small business development, public-private partnership management, international business, and privatization. He has personally designed curriculum for and taught in over 150 workshops with durations of one to three weeks and trained more than 3,000 participants from 175 countries worldwide.

Mr. White received his M.B.A. in marketing from the Kogod College of Business Administration at the The American University and his B.A. in economics and history from the University of North Carolina at Chapel Hill. He has also received a certificate in online instructional design from the Walden Institute.


Matthew Hensley

Mr. Hensley is the President and Co-Founder of the Institute for Public-Private Partnerships (IP3) and an economist with over 24 years of experience in private sector participation in public service provision. He has advised over 100 countries on all aspects of PPP planning and execution, regulatory framework design, legal reform, and the financing and negotiation of transactions. In addition, he has drafted the enabling legislation for public-private partnerships (PPPs) in over 30 countries and has advised several Ministers and Heads of State on policy reform.

As a transaction advisor, Mr. Hensley has assisted governments to successfully structure and negotiate scores of international investment contracts and agreements including several pioneering transactions in the environmental, water, energy, and transport sectors. In South Africa, for the National Treasury, he advised on the establishment of the National Treasury's PPP Unit to promote and manage PPPs throughout South Africa. In Albania, he drafted the first Concession Law in the Balkans and advised in the negotiations for the initial public-private partnerships in the water and solid waste sectors of several municipalities. In Egypt, he assisted the Government to develop the country's first coherent regulatory framework for the water sector through targeted technical assistance, training, and outreach activities. In total, Mr. Hensley has identified, analyzed, and structured over 200 infrastructure projects in solid waste management, landfill operations, water supply and treatment facilities, and urban transport in over 50 countries.

In addition to his work on PPP, Mr. Hensley is the architect of several landmark environmental infrastructure financial innovations including:

  • Sri Lanka's Private Sector Infrastructure Development Facility(PSIDF), a US$ 300 million environmental infrastructure fund and one of the first of its kind in emerging markets;
  • The Balkan Infrastructure Development Facility (BIDFACILITY), a US$ 10.0 million fund to promote investments in environmental infrastructure in Balkan municipalities;
  • The INDOFUND, an environmental infrastructure development and guarantee fund in Indonesia that will contribute US$ 400 million of debt and equity into Indonesian municipal investments in solid waste, water and transportation; and
  • A US$ 15.0 million Environmental Infrastructure Fund, and a US$ 250 million financial facility to leverage debt and equity into investments in Sindh and Punjab municipalities in Pakistan.

Prior to his time with IP3, Mr. Hensley was an Advisor to the Inter-American Development Bank and the World Bank, and was the Assistant Director and Co-Founder of the Center for Financial Engineering in Development in Washington, DC. He holds a Masters in International Economics from the George Washington University in Washington, DC and a BA in Economics from the University of Colorado.
