Welcome to IP3's website! I trust that you
are visiting our website because you have a professional interest in economic
development and the role that public-private partnerships, effective regulatory
reform, and competitive utility management can play in promoting economic
growth. As you click through our updated and newly expanded site, you will find
useful information about the philosophy, organization, services, products, and
qualifications of IP3. As we celebrate our 15th year of business, we take pride
in our devotion to assisting public and private clients plan, structure, and
implement public-private partnership (PPP) programs, regulatory reform
initiatives, and utility management reform activities in virtually every sector
of the global economy. IP3 has had some recent positive changes. In 2008, we
joined Tetra Tech, Inc. as an Operating Unit, which provides IP3 a whole new
platform for offering our consulting and training services. Additionally, in
February 2009 we moved into a new, state-of-the art training facility which
provides for an exceptional learning experience, convenient location, and
breathtaking views of Washington, DC.
At IP3, we believe that the resources of
the public and private sectors fused in partnership represent the new paradigm
for economic development in the 21st century. Public-private partnerships are
increasingly being used as a policy tool to transform the role of national and
local governments in public service delivery, infrastructure development,
poverty alleviation, capital market development, and governance around the
world. Since 1990, almost every country has embarked on an effort to promote
private sector financing and operation of public services. Since then,
thousands of transactions have been concluded. Multilateral and bilateral donor
and financial organizations increasingly recommend the adoption of
public-private partnerships as an economic development and modernization
strategy. In this global phenomenon of economic and political reform, IP3 has
been at the forefront.
When national and local leaders as well as
executives from public and private enterprises are interested in learning about
or beginning the process of introducing public-private partnerships, be it in
the health, transport, water, energy, information technology, or financial
sector, IP3 is there. Since 1994, IP3 has advised over 175 countries on
economic, financial, legal, and technical aspects of public-private
partnerships and has trained over 25,000 managers, regulators, and
policy-makers on the "best practices" in engaging the private sector to deliver
public services, at higher levels of quality and lower costs to the
consumer.
IP3 is more than an economic and financial
